Adjective or Verb with -ed in present tense

FIrst of all, I am still learning this language.
I keep run into problems. I knew that Adjective with -ed ending expressed emotion, and -ing ending express fact or based on somehting.

    I see sentence like

"the verb.... is used to" ....

Why is "used" ending with -ed ..

Sometime even though I write a paper in present tense, there are some verb that ending in -ed. I dont' get it! Can anyone give me a clue? .. I know I am not much specific. I will run a few more examples when I see in my readings. thank you.

used to refers to the past. It means, something you did before, but no longer do now. :D
