    Default Structure: Pleasee explain

The boy is facing charges that he illegally used credit card numbers, intending that they be used by others to avoid billings.

Please explain the structure of this sentence, what is intending here? participle or gerund and what is intending modifying?

No. The reason being is that 'credit card numbers' can't intend. Only people can.
