I would love to help you with this. I'm a business writer, and I've even written about creatomg a safely culture in in the workplace.
Unforutnately, this is the type of writing that makes me want to run screaming from the room. I have no idea what this person is trying to say, and it's possible, if you asked him, he wouldn't have any idea either.
I have said many times that good writing comes from clarity of thinking. There is nothing clear here. Just assume that the person wants to talk about safety as something that exists person-to-person (be safe because I care about you) instead of a corporate requirement (be safe because we'll get fined if you aren't), and didn't know how to say it any better than this.
