Default What does the prep phrase modify?

    Hello Everyone,

We Chinese English Learner are always troubled by the modifier: we don't know for sure what the modifier exactly modify. Please see the underlined sentence. I would like to know here according to the context what "in the united states" modifies, "European Ethnic Groups" or the whole sentence-"White culture resulted from a synthesis of ideas, valudes and beliefs inherited from European ethnic groups"?

...In the United States, when you speak of upper, middle and lower classes you speak not of national origin or ethnicity but of power and control over material resources. Economic power in the United States today is largely held by youthful, able-bodied White males. Whites in the United States tend not to recognize the existence of a White culture. White culture resulted from a synthesis of ideas, values and beliefsinherited from European ethnic groups( in the United States), As the dominant culture in the United States, White culture is the foundation of social norms and organizations...

    Regards

    To paraphrase:

In the United States, white culture arose from a synthesis of the different cultural values of the various [immigrant] European ethnic groups.

Is this a quote from a political speech? The repetition of "in the United States" implies that.
