Firstly, look at the verb 'does"
    I do
    he,she, it does
    they do

So with 'he', it would have to be, "He always does playing basketball."
You are the speaker, and you are telling me something. What do I understand from what you are saying? I imagine this sentence occurred in a conversation like this:
John: "Boy, he gets angry during a game, arguing with the referee like that."
Paul: "He always does, playing basketball. He's very competitive and doesn't like to lose."

Notice the comma after 'does'. This is because words have been omitted because doing so doesn't change the meaning of the sentence, and makes the sentence shorter. The full sentence would be:
"He always does, when he is playing basketball."
A pause is needed, to separate off the dependent clause.

    Namaste chiru bhai,
Are you trying to say that someone plays basketball a lot? If so then, "He is always playing basketball" is correct.
