Generally details of your training, career and current position should be in a cv/resume. The cover letter does not usually contain this information. It is also unwise to start by laying down the law about remuneration. This is something to be discussed during an interview.
A cover letter would be something like this:
Dear Sir or Madam,
Your advertisement in [name of source] for a Database Software Specialist in XXXX company caught my attention. I am interested in applying for this position and attach/enclose my curriculum vitae/resume.
You will see that my experience is relevant to the position offered and I am particularly interested in working for XXXX. I am therefore applying for this post and hope that you will be able to offer me an interview.
I am available at your convenience, and can be contacted on [tel. number] or by e-mail [address].
I look forward to hearing from you.
