Default " black man " implies racial discrimination?(pls debate calmly, thank you )

In lessons, my teacher told us Chinese customs resists to import "DARKLE" or " DARLIE"( meaning: the toothpaste only for black men ).

Then a question arose in my heart:
does "black man" imply racial discrimination?

In China, I think, normal people think "black man" only refers to the African people without racial discrimination because his skin is often black.
