    Welcome to the forums.

Without context, it can mean if someone dies, or simply that something might happen if the light goes out. It would help to have the full sentence in which the phrase appears.

    light is gone,
    no more light,
    it's dark,
    light has vanished or disappeared

Depends on the context; it doesn't always apply to light. A politician campaigning for an increase in funding for power stations may say 'when the lights go out' to mean 'when there is insufficient power supply to maintain an uninterrupted service'. A boxing commentator might use it to refer to a knockout... Don't make the mistake of thinking that a dictionary, however good, can always be helpful in a direct way (that is, it will always point you to the meaning). Dictionaries are, of course, indispensable in other ways.
