    Hello everyone

    I'd like to ask if the following sentence is gramatically correct:

    In practice, such a definition in the Tax Code leads to the taxation authorities, while conducting a tax audit, obliging non-profit organizations to pay certain taxes.


    I'm not sure of the part that goes after "leads to".


    The intended meaning is as follows: There is a definition in the Tax Code and the tax authorities, while conducting a tax audit, use this definition to oblige non-profit organizations to pay taxes.
