    draw on

    Hello everyone

    I'd like to ask about the meaning of "draw on" in the following sentence:

    This paper draws on the Western liberal democratic model of civil society that has been promoted in YYY by the external donor community as a substantive component of its democratization policies in the region, thus, the concept of civil society in XXX is directly associated with democracy that will be built in the country.

    Does "draw on" mean describe in this case?

    Uses the example of Western liberal democracy to create its own form of democracy by selecting those parts which match the intentions of the new democracy.
