Use whom as an object and who as a subject:

    OBJECT:
    They know him
    They know whom?
Question formation: Whom do they know?

    SUBJECT:
    They know him.
    Who knows him?

    SUBJECT AND OBJECT:
    They know him.
    Who knows whom?
Question formation: Whom does who know?
