If you delete the space before the first and third commas, it would be; as far as it goes.

The phrase would be valid if you fixed the punctuation:
adequate , safe, economical , and clean energy environment
"As far as it goes" means that saying that a short phrase is correct is not saying much at all - without knowing the rest of the sentence, or context.
But yes, it is a grammatical phrase.

    Thanks!

The original phrase of the meaning is taken from my textbook. The underlined is complicated and difficult to understand. Therefore, I posted here to see if there is a simpler phrase to replace it!And does my adjutsted phrase work in the following paragraph? What do you think of the original one?

Third, we should improve international economic and trading regimes and rules. We should create a fair, stable, and efficient financial environment for the growth of world economy, forge an environment for adequate supply and safe, economical and clean use of energy to fuel world economic growth, and establish an open, fair, reasonable and non-discriminative trading environment for global economic growth.

OK, but you must understand that you can't just take a phrase out of a sentence, change the phrase, post the phrase, and ask if there is a better way of saying it without us knowing how you intend to use it?

So you want to change it to ", forge an adequate, safe, economical, and clean energy environment to fuel world economic growth...".
Yes, I think that would fit in with the style of the rest of the passage.
