    Perhaps you mean what is more important?
    Obviously if you are learning English to be able to speak to people, then speaking and listening is more important.
    If you want a career in which you have to read and write English, but have no customer contact, then reading and writing are more important.
    They are two different talents, but they enhance each other.
    That's just my opinion though.
