    Default as a backup

    The party is going to be outdoors, so we'll need to organize somewhere as a backup in case it rains.

    Could you explain the emboldened parts to me?

    We'll have to arrange for somewhere else (under cover) that we can use in case it rains.

    What you mean by "under cover" in the above post?

    Does that sentence means, "The party is going to be outdoors, so we'll need to arrange one more place in case if the arranged place receives rain". Am I correct?

    Yes, as long as that other place is covered by (under) a roof (cover).
