Post One heading over the cliff

Hi I have this movie dialog A with B. I find what´s meaning there "One heading over the cliff"

A: Do you really think you can defend the rear by weakening the front?
B: To control fast people, you need equally good brakes. October was a speed-demon. One heading over the cliff. That's why...

(October is name of friend from group, movie is about group of idealistic militant extremists)
