    In what context? You've got two nouns next to each other; their relationship could be anything. In 'a crocodile hunter' and 'a crocodile handbag', the word 'crocodile' does different things; context tells you what. In that case, the context is already there, because 'crocodile', 'hunter' and 'handbag' are all concrete nouns. But 'value' and 'commitment' aren't.
