    puzzled + prep

    I'm puzzled (by / with / at) this strange phenomenon.

    Which preposition is correct?

    Hi Clark,

    Scientists and engineers have puzzled over this phenomenon for many years, but only recently did a group of scientists (Stephen W. Morris of the University of Toronto and Nicolas Taberlet and Jim N. McElwaine of the University of Cambridge) actually perform controlled studies on how washboarding forms.

    I am puzzled over a problem.

    I am stumbled at a problem.

    The class puzzled over a poem by Shakespeare.

    He was puzzled by the reactions to his remarks.

    We were puzzled to learn of her decision.

    Her behavior was puzzling to everybody.

    It was puzzling that he went straight home.

    When speaking of strange phenomena, we are puzzled by them. There are of course other prepositions possible in other contexts.
