Default Past tense + to have participle

Is it correct to say that "We were delighted to have secured some Arts Council funding last year"?

What is the difference if I say, "We were delighted to secure some Arts Council funding last year"?

    Thanks.

It is correct, but I would not use it to mean the same as the second sentence. If, say, the Arts Council had stopped funding shortly after I had secured it, then it would make sensem to place the emphasis on the copmpletion of the action.

    Thanks.
    (1) the perfect infinitive indicates a retrospective action
    (2) the indefinite infinitive indicates a perspective action
