    What does the phrase 'exercise greater vision' mean? What's the meaning of 'vision' in this phrase?

    It probably means to be more attentive to what the repercussions of your actions are, to think more about what you are doing, and what it means to others in the future.

    Schools need to exercise better vision in getting students ready for the 21st Century.
