question on (for surfing the net or to surf the net)

I was reading an online newspaper and the headline read as follows:

Company subsidiary will make ultracheap mobile phones for
    surfing the Net

my question is instead of writing: for surfing the Net

could I write: to surf the Net

Would this mean the same and are both correct, which one is better?

    thank you in advanced

Re: question on (for surfing the net or to surf the net)

    1) "Company subsidiary will make ultracheap mobile phones for
    surfing the Net"

    2) "Company subsidiary will make ultracheap mobile phones to surf the Net
    "

Both are grammatically correct, and I guess they would mean the same (choice # 2 is still giving me a little trouble in clarity). Being a native speaker, I would say choice #1 makes the better statement, and is the best choice.

Yes, choice 1 sounds more natural.
To me, choice 2 feels forced.

    Winner: Choice 1
