    1) But the narrow economic rationale foe the Fed's emergency rate-cut this week was thin.
    what does "narrow" mean? Does it mean "rigid"?
    2)Ben bernanke, Fed chairman and aruadian of America's economy, moved Wall Street less than Eric Dinallo, who nobody had herd of, saying he would rescue some insurers nobody understood.
    Does "move" mean "touch"? " he would rescue some insurers nobody understood." I'd like someone could paraphrase this sentence for i don't quite understand it.Thanks a lot.
    3) toothless watchdog refers to a useless one?
    4)What does "rubber-stamp legislature" mean?

    toothless : no teeth, hence: will not bite; not too young... So it doesn't necessarily mean 'useless', it probably means 'not too agressive'.

    4)What does "rubber-stamp legislature" mean?
    It's a legislature (a rule) with a lot of rubber stamps, which implies a lot of red tape and administrative procedures where everyting needs official approvals and ratifications... It almost seems Kafka-esque, referring to overly complicated procedures, and hence a very slow administration.

    Not really. More of a very restricted definition.

    "Moved" here means that he did not excite or arouse as much interest as Eric Dinallo.

    Reading the original text, I think it is a summarizing of the discussion in a fuller article in which it is suggested that some insurers' practices were not fully understood in the financial world.

    3) toothless watchdog refers to a useless one? A watchdog without teeth is not a great deal of use

    4)What does "rubber-stamp legislature" mean? In this context, it rather implies that laws are passed without proper discussion or analysis.
