    On the top of my writing desk there is my computer

    This would be more standard English:

    My computer is on top of my writing desk.

    The article "the" can be used with "top" but the sentence sounds better without it. "There is" sounds awkward here, but would be all right in:

    There is a computer on top of my writing desk.
