    One might ask if homeopathy is an efficacious treatment for medical conditions. That is, does it work?

    'effective' means 'will bring about the desired result, and to the extent desired' - that is, how well does it work?
    Both Prozac and St. John's Wort may be efficacious in the treatment of depression, but Prozac is more effective. That is, Prozac has a greater effect in reducing depressive symptomatology than St. John's Wort.

    Therefore:

    This medicine has been found effective in treating lung cancer.

    This medicine has been found to be effective in treating lung cancer.
    This construction introduces the idea of a future use of the medicine:
    "This medicine has been found to be effective in treating lung cancer, should you ever be called upon to treat this condition."

    Essentially they mean the same thing.
    The first is more commonly used at least in speech while the second, being shorter, might be preferred by the journals.
