    Without a verb the sentence is incomplete. You can say like this ommiting/replacing some preposition as in the brackets:
    Payment for the services rendered by (of) Mr. Sravan Kumar, Electrical Engineer, from M/s Global Manpower Est. for the month of OCTOBER-2008 is (for) RS. 18,750.00 against their Invoice No. GME 11-3/08 dated 31.OCT.2008.

    You use 'against' when you are making comparison.
    'As per' is more appropriate.
