Which verb is used to say that a person has filled in the forms and can now borrow books from the library? To register with a library?

You could use 'to register' but 'to join a library' is more usual.

Thank you, Bhaisahab. Today is the first time this year I see snow outside. Any winter weather in France?

Hi, it rarely snows here in the south of France but it is cold now, about 0 - 9 with a strong northerly wind.

Well, you could, but as I have said 'to join' is more usual.
