    2. I regret I didn't listen to my father's advice
    Can I rewrite:
    1. You'd better take a taxi if you don't want to miss your train
    2. I regret not listening to my father's advice
    ??????

    No, you could say 'I regret not having listened...' as an alternative.

    so what is the difference between regret not to listen and regret not listening and regret not having listening????

    'regret not listening and regret not having listened'
    Mean the same thing.
    'regret not to listen'
    is ungrammatical.

    *regret + to V (bare) :
    regret what you have to do now or in future
    *regret + V ing and * regret + having + V (past participle) :
    regret what you did

    right??????
