    The way that proverbs such as this are normally expressed in English is:
    "He who has a lot of dreams ..."
    The construction you've used is very common in other languages, but doesn't work in English.
    A non-sexist proverb beginning hasn't yet caught on, but could go:
    "They who have a lots of dreams ..."
