    meaning of a phrase

    Hello everyone

    I'd like to ask about the meaning of a phrase in the following context:

    The constant aim is to meet the requirements inherent in the inevitable cost of democracy. If the democratic process is to function well, it is necessary both to limit, as far as possible, and eventually even to reduce expenditure by political parties. If there is no reasonable ceiling for expenditure, there is a risk of corruption and other related undemocratic practices. At the same time, equality between parties has to be safeguarded, but this principle often appears to be jeopardised in favour of mainstream parties, whichbecause they obtain the highest scores and the largest number of seatsare allocated considerable public subsidies.


    Does the highlighted phrase imply that mainstream parties receive considerable public subsidies because they obtain the highest scores and the largest number of seats?
