See here Sibilant consonant - Wikipedia, the free encyclopedia.
A sibilant is a type of fricative or affricate consonant, made by directing a jet of air through a narrow channel in the vocal tract towards the sharp edge of the teeth.

    Re: what is a sibilant?

Interestingly, in the TV show "Chicago Hope" several years ago the character played by Adam Arkin addresses the fact that he speaks with a "sibilant 's'" which some consider to be a slight speech impediment, not unlike a lisp.

If you listen to American radio commentator Sean Hannity sometimes you will pick up on his sibilant 's' as well. If you do a Google search for this phrase you will find some interesting articles.
