    meaning of a sentence

    Hello everyone

    I'd like to ask about the meaning of the highlighted sentence in the following passage:

    The Commission also controls the refundable character of the electoral expense.
    Itís the way the Commission found not to reimburse gifts to the voters, which used to be a widespread and usual practice in France. Indeed, the Commission refused the reimbursement of the expenses that are considered as vote buying.


    Do I understand correctly that the sentence imply that in the past candidates gave gifts to voters in the hope that they will vote for them?


    And I've to admit that I don't understand the first part of the sentence -- Itís the way the Commission found not to. I understand that the Commission decided not to reimburse gifts but what does "Itís the way the Commission found not to" mean? The sentence with such beginning seems incomplete to me.

    Because of that procedure, the Commission did not have to reimburse gifts to the voters, which used to be a widespread and usual practice in France. Indeed, the Commission refused the reimbursement of the expenses that are considered as vote buying.
