    Correct.

    Who does this fish belong to?

    To belong to sg/sy is mutual. The second sentence sounds more natural. It is the tail that belongs to the dog and not vice versa. Do you know what I mean?

    Who belongs to it? --> To "it" belongs "who".

    Who does it belong to? --> It does belong to "who/whom". --> To "whom" belongs "it".

    It belongs to who; who belongs to it.

    I think you mean: Whom does this fish belong to?

    "belong to" means "to be the property of"
    This book belongs to me.
    Another meaning is:
    "belong to" is "to be an inhabitant, member etc, of".
    I belong to the sailing club.

    To say that a person belongs to a fish, which sentence do you use?
    I am sure we can't say "a person belongs to a fish".
