Default What is to leave it up to

What is to leave it up to in the following passage? thank you
As parents, we must teach appropriate behavior. Parents are forever telling their children to "stop that!", but not providing them with replacement behaviors by which they can learn a better way to behave. The only thing children learn when they are told to stop behaving is what not to do. In effect, we leave it up to the child to figure out how to behave well, and the probabilities of the child doing that are very, very slim! Very slim indeed.

Parents only tell their children how not to behave.
How to behave well is children's task to figure out, it is up to them.

Often context gives us all the clues we need to figure out what a particular expression means. If we leave it up to the child to figure something out then who is expected to make those decisions? Who is expected to take on that responsibility?
