    It means in the middle part of the thirties, say from 33 to 36.

    It can refer to someone's age, to the middle part of the 1930s, to the temperature and even to an amount of money.

    It doesn't need to be capitalized (unless it starts a sentence), and I don't know why it's usually hyphenated because "mid" is an adjective and "thirties" is a noun.
