Smile Paper fans have to be used by hand

Is it correct to say, 'Paper fans have to be used by hand'? Your help is greatly appreciated.

It is, but it's a bit stilted and doesn't sound like a sentence people would use to me. Could you say something like 'Paper fans are hand-held'?
