It is a corruption of 'kind of' which means 'sort of' or 'type of', so 'It's kinda weird' means that it's sort of weird and it's a kinda magic means that it's a type of magic.

It's the way it sounds when people say "kind of". So it means kind of/sort of. It should never be used in writing except by an author when transcribing very informal dialogue.

Anther term in the same category is wanna (want to). This should also never be used in writing if you are not transcribing very informal dialogue.

When people write in to this forum using these terms, they think it shows they can master the English language extremely well; but in fact it shows the contrary: you can immediately tell they are not native speakers.

It's fairly normal in speech, especially informal speech (everyday conversation). It's not so normal in writing. You would probably see it in text messaging.
