Sentence 1. is ungrammatical with 'to'. Here's the structure: Allow someone something; e.g., allow users access to LAN Services. If we delete 'to', we get
Allow someone to do something; e.g., allow users to access LAN services.

Sorry. I don't know why I still don't understand it.

    1. Allow someone to do something.
    2. Allow someone do something. (So this is right?)

    3. Can you ask someone to do something for me? (Correct? If this is correct, why isn't #1 correct as well?)
    4. Can you ask someone do something for me? (Is this correct? This sounds incorrect without 'to'?)

    Is 'that' omitted in #6?
    5. I don't know why I still don't understand it.
    6. I don't know why (that) I still don't understand it.
