    Default farm out

can you please tell me what farm out means here?

"The goal of essence is so important. It farms out goals. Then the goal is tested against reality, which we'll call feedback, and there's a gap. Then based on the gap, there's natural action. Then thatcreates feedback... and you go around and around. That's how systems work."

I am not big on analizing metaphors, especially not when I have no freakin' idea of what a text says, so I remain silent and provide you with this:
Cambridge Dictionaries Online - Cambridge University Press

    I am not a teacher.

farm out means that you hire someone to do part of your contract, as a sub-conrtactor.

The more modern word that is used is outsourcing.

I don't know how you can farm out goals, though.

Where do you get these texts from? They are all very strange English, almost incomprehensible!
