    Arrow to weigh any discomfort caused them against

    In the name of the Merciful Allah,
    Hi, could you please help me understand this: The American Psychological Association's "Ethical Principles of Psychologists" (2002) also directs researchers to provide decent living conditions for animal subjects and to weigh any discomfort caused them against the value of the information sought in the research.
    What I don't really understand is from " to weigh ......" I think there is something wrong.

    Looking at the sentence, it means:

    researchers are asked

    to provide / living conditions

    and

    to weigh / discomfort

    In your sentence, "to weigh" means to consider the consequences.

    After John's business failed, he had to weigh the idea of starting up another venture.

    The animals used for the experiments.

    The scientists need to consider the discomfort they will feel and decide whether the information that will be gained is worth causing living beings any such discomfort.
