Default who knew that... IS or who knew that... WAS ?!!

    dear teacher,

a quick one for you as we are very lost in knowing which one of these we need to use in a headline for one of our client to be correct. would you rather use :

Who knew that our service was one of the best?

    or would you use

who knew that our service is one of the best?

the idea is obviously that we believe that the first phrasing might induce people to thing that are our service USED TO BE the best, while we want to convey the fact that it still is!

thank you very much for your swift reply (+ if available reference + source of proof :))

    kind regards
    k

As you suggest, you want the good service to be present and existing, so "is".
