    properly tracked = clearly marked = properly recorded

    Dear teachers,

    Would you be kind to tell me whether I am on the right track with my interpretation of the expression in bold in the following excerpt from an NYT’s article?

    "The American military has not properly tracked tens of thousands of weapons the Pentagon bought and shipped to Afghan security forces, leaving the arms at risk of being stolen or sold to militants, according to a federal report that is to be presented at a House panel hearing on Thursday."

    properly tracked = clearly marked = properly recorded

    I think in this instance 'tracked' means 'found'
