    Question Happy Peppy

Is it American or British slang to say that someone is happy peppy?
And when is it used? I know the meaning of peppy, but I just wonder when do we exactly use it?

I mean is it when someone got a happy serene ending, or in the case of extreme happiness.
How happy should the person be to be called "happy peppy"? :P

    Thanks :)

I'm an old Yank and I've never heard or read "happy peppy" as a phrase.

Actually I heard it in one of Ally MacBeal's episodes.
    Anyone, any idea?

    Thanks.
