    At 4 o’clock sharp the captain made an announcement.
    Exactly at 4 o’clock the captain made an announcement.
    Punctually 4 o’clock the captain made an announcement.

    Most natural-sounding phrases:

    Right on the stroke of four o'clock
    At four o'clock sharp
    At four o'clock on the dot
    Exactly at four o'clock
