    can we use this(take sth out on sb) in any case .or we should be angry at sb

    If you take something out on somebody, it means you are venting your anger at whoever you feel like it while you are angry. In other words, you are dumping things on someone that does not have anything to do with your anger.
    Say, you are coming back from school and you got into a squabble with a friend, you get in the door and start giving your sister a real hard time only because you are angry and frustrated after the thing that happened at school.
