    Dear Council Members,

I am writing to ask you to adjust the council tax on (name of business). The business has been closed since April 2009 and will remain closed for an indeterminate length of time.
At such time as the business reopens I will, of course, expect to pay the required tax, but while the business is closed I ask your help in reducing the tax burden.

    Respectfully,

    etc.

    I hope this is helpful,

    Petra
