    Part of speech question-help

Hello, I am a teacher overseas in Korea, and I have a question regarding the word "what".
What is the part of speech for "WHAT" in the following sentence?

What should have been South Korea's 15th airport is instead just another money pit.

Please if you could help me with this I would certainly appreciate it.
    Thanks
