What about (b)?:
(b) Policy outputs refer to the formal actions that governmen take to pursue their goals.
(c) Government refers to the institutions and political processes by which decisions are made.
(d) Politics is the issue positions that different groups of people adopt and the actions they take to promote their values.

Will it be better to define the concepts as following:

If (e), (f), and (g) are not the same in meaning as (b), (c), and (d) respectively, what in the statements [(b), (c), and (d)] makes the boldened words definite?
