Default to be cut over somebody

What does it mean "to be cut over somebody"?

Context: A boy broke up with his girlfriend and few weeks later a friend asks him: Are you still cut over Vicki?

    Thanks!

In Australian usage, it's "cut up". It means "Are you still pining over Vicki?"
