Scenario: I just toke an exam.
Q: Did you pass the exam?
What do these mean?
1. I barely pass the exam. (Fact? If this is wrong, why?)
2. I barely passed the exam. (Past?)
3. I study and study but I barely pass anything. (Fact? Does this makes more sense to be a fact compared to #1?)

2 works. 1 is wrong becasuse the exam is in the past. 3 doesn't make much sense as you are being asked about one exam and answering in general, though it is possible.
'Past' is not part of the verb. You walk past the shops, etc.
