Question 'guv' = a man OR an important man?

Hello! A Briton told me 'guv' is used to address an important man, especially his social status is higher.

I wonder why the Cambridge Dictionary just indicates 'guv' refers to a man, but not an important man.

guv /gVv/ noun UK OLD-FASHIONED SLANG
    used to address a man:
Excuse me, guv, could you spare an old man the price of a cup of tea?
    Source: the Cambridge Dictionary

    Thanks!

    Careful!

Do not use in any formal situation. This is a purely informal form of "governor" and is regarded as street slang, the sort of word used by street beggars. You will hear it as a humorous expression amongst people who know each other well.
