    What's the meaning of moving and non-moving masses?

    What is the meaning of moving and non-moving masses in the following sentense? (describing about upgrading car's engine)

    "One of the main objectives in upgrading the engines was to reduce all moving and non-moving masses to an even lower level than before".

    It simply means, reduce either the actual weight of the engine, both the parts of the engine which move ( which tend to be small, like the pistons) and non-moving parts (like the whole engine casing) by the use of lighter metals/materials; or reduce the size of the engine ( and so, if smaller, it will weigh less.)

    Yes, it means the parts (which have mass) are being made lighter.
